If your device is working but linked to other iCloud account you can sign out from iCloud using this trick.
This is not icloud.com removal, so after firmware restoring it remains locked, so don't restore firmware.

Using this instruction you can get it works at first try.

1. Create encrypted backup of icloud unlocked device with iOS version lower than locked device version
2. Connect locked device to PC or Mac
3. On iCloud Locked device go to Settings, Reset, Reset settings
4. Wait device reboot
5. Once device vibrate and restore progress bar appears, press Restore backup on iTunes and enter password
